The Rail associations AERRL, ALLRAIL, CER, EIM, ERFA, FEDECRAIL, UIP and UNIFE voiced their support for centralizing vehicle registration as a subsequent process of vehicle authorisation. In a joint statement on 5 May 2023 the group of representative bodies of the railway sector promotes the implementation of the measures defined in the Commission Implementing Regulation 2018/1614 of 25 October 2018 with regard to the European Vehicle Register (EVR). Currently, vehicles operated in EU Member States are registered in national vehicle registers (NVR) with a European Vehicle Number (EVN). The EVR was set up on 16 June 2021 by ERA as a centralised register which provides a harmonised interface for the consultation, registration of vehicle and data management. Member States have the choice of either hosting their vehicle register until June 2024 or having it hosted by ERA. From June 2024, all vehicle registers will be hosted by ERA.
The railway sector supports the intention of the European Railway Agency (ERA) to become a European registration entity. This would allow the applicant for VA to choose between the national registration and the European registration of new vehicles.
While not objecting to vehicle registration data being publicly available, the sector requests a discussion on the list of parameter and data entail in the Annex of the EVR and necessity to share them publicly.
