UIP 4th Railway Package Workshops

The Interoperability Directive (EU) 2016/797 introduces a new European vehicle authorisation (VA) procedure to officially enter into force on the 16th of June 2019. The European Union Agency for Railways (ERA) has been given the enhanced role of issuing national and international vehicle authorisations and for this reason has developed an IT-Portal, called One-Stop-Shop (OSS), for all stakeholders to submit their applications for vehicle authorisation. Since the summer 2018, ERA has entered into phase 2 of the implementation. With the VA learning-cases and the shadow-running phase, the processes, procedures and instruments as well as the internal organisation and competencies of the Agency are currently being fine-tuned.
 
In this regard, ERA has published guidelines on the 4^th Railway Package and on the new vehicle authorisation process in July 2018 which are complementary to the frequently asked questions (FAQ) available on the GRB website under http://www.grbrail.eu/index.php/faq.
 
The workshop will focus on the implementation of the technical pillar of the 4th Railway Package (RP), in particular on the vehicle authorisation process and related topics, such as fees and charges and the ERA One-Stop-Shop IT-portal. To provide wagon keepers with a broader overview of the challenges and changes brought by the 4th Railway Package, we have also invited ERA and industry representatives. Moreover, we will be offering an introduction and a practical test of the latest version of the OSS.
