Guidance documents on new ECM Regulation 2019/779
UIP has shared with its members the following documents and aimed at providing to certified ECMs a full picture on the requirements arising from the new ECM Regulation 2019/779.
1. Final ERA ECM Application Guide
This ERA guide is aimed at providing clarifications, as well as a correct and common understanding of the concepts set out in the provisions of the new ECM Regulation. It does so by providing answers to the following questions:
- What legislative documents are related to ECM certification?
- What vehicles fall under regulation 2019/779?
- What is and who can be an ECM?
- Which ECMs need to be certified and which are the steps to obtain a certification?
- What is the maintenance file?
- Etc.
2. Final UIP Guide on Impact of the new ECM Regulation 2019/779
This UIP report should be understood as complementary guidance to the ERA guide by
- helping freight wagon keepers certified as ECM in understanding the impact of the new Regulation
- facilitating to identify and meet the requirements of the New ECM regulation when applying for an update or a new certification of their maintenance system
- by providing some insights on the impact the New ECM regulation may have on the certification of outsourced maintenance functions, or parts thereof.
It is structured into
- An overview of the legal context
- A gap analysis between Regulations (EU) 2019/779 and 2011/445 (updated and new requirements)
- Guidance to update an already certified maintenance system, and
- An explanation of the impact of the new regulation on certification activities.
3. UIP/VPI Technical Guideline on the Evaluation of SCCs for Rail Freight Vehicles (in DE, EN, FR)
The joint UIP/VPI document is aimed at providing a common understanding for Keepers, ECMs and manufacturers on identifying Safety Critical Components of rail freight wagons. The compliance of the applied methodology with the provisions of the CSM on Risk Assessment (EU regulation 402/2013) has been confirmed by an Assessment Body (AsBo).
The structure of the analysis is mapped to the VPI European Maintenance Guideline recognised structure listing the main components of a rail freight wagons
- Underframe
- Bogies
- Superstructure
- Wheelsets
- Springs
- Draw & Buffer gear
- Brakes.
4. Guidance for ECMs on the use of SAIT
- This Guide “from the sector for the sector” has been developed by CER, UIP and ERA as the result of a Task Force organised, from January to May 2021, by ERA with the active participation of railway stakeholders including several UIP experts.
