European Railway Review – NDTAC Impact on return of investment for retrofitting of railway wagons

The study examines the cost impact of the NDTAC Scheme on the investments towards retrofitting and operation of rail freight wagons.  It finds out that the NDTAC system which should provide bonus for retrofitted wagons is not sufficient to balance out the investments.  A positive return of investment is only possible in countries where there is either no ban date in place, or where there are committed subsidies for retrofitting and a bonus specifically dedicated for operational costs.
