Promoting Digital Transport – views by Wagon Keepers

Brussels, June 15th, 2017 Digitalisation and Intelligent Communication Technologies (ICTs) play a key role in transport where the exchange of information is of utmost importance to facilitate the transportation of people and goods throughout Europe and around the world.  Freight Wagon Keepers are at the heart of market demand, and rely on new technologies that can improve their assets and make them more attractive to customers.

UIP, the International Union of Wagon Keepers, believes that a stronger commitment is needed for voluntary cooperation among wagon Keepers, RUs and Infrastructure Managers to exchange more information in common formats that are important for the proper maintenance and safe operations of rail freight vehicles.

UIP is very much aware that challenges remain due to complex authorisation discussions over data access rights, a lack of standards for data quality and formats, and a fear of loss of proprietary information related to traffic patterns.
Bearing in mind such challenges, UIP recommends that as the market develops:
  • a flexible decision-making structure is implemented to keep a mandatory data catalogue dynamic in nature
  •  there should be an obligation by the relevant actors to exchange operationally justified data
  • an open dialogue should be promoted among the relevant actors (including the EUAR) on the need for operating data
  • a regular review of data content is carried out for future needs of a developing industry landscape.

UIP elects its board and discusses key topics on new realities which rail freight is facing

At its 67th General Assembly (GA), UIP elected its Board for the next three years’ term.

Amsterdam, May 17th, 2017 Dr. Heiko Fischer, CEO of VTG will continue to act as President and Johannes Mansbart, CEO of GATX Rail Europe and Per-Anders Benthin, CEO of TRANSWAGGON as Vice-Presidents. Two new members, Mr. Adam Butryn, Commercial Director, GATX Rail Poland and Mr. Daniel DiStefano, President of NACCO at CIT Group Inc are joining the Board replacing Mr. Jürgen Bauer et Dr. Eckart Lehmann. President Heiko Fischer used the opportunity to “thank those leaving for their involvement and dedication and to welcome the new members of the Executive Board”.

The UIP Conference following the GA discussed then key topics on new realities which rail freight is facing. Starting from the changes in Digitalisation and Innovation to the impact of the 4th Railway Package on the European framework, UIP members exchanged views on a common strategy and the best way forward. The Conference offered an open platform to discuss the challenges in rail freight transportation and the need for collaborative approaches but also political and financial support at Member State and EU levels. The key messages carried through the discussions are summarised below.

Joint Statement on the priority topics for 2017

UIP together with 21 organisations agree on priority topics for 2017 and announce next plenary meeting at TOC Europe

Brussels, March 17th, 2017– During the first 2017 meeting, the 22 members of the newly-born I AM Industry Alliance of transport chain stakeholders have agreed upon their common vision regarding multimodality, connectivity, logistics and growth and will start to work on the following issues:

  • Reduction of air pollution:  Decarbonisation, NOx and sulphur emissions;
  • Intermodality:Combined Transport Directive, interoperability and Inland Waterways connections;
  • Digitalization: E-transport documents and the Reporting Formalities Directive.
The next plenary meeting of the Alliance will take place during the TOC Europe conferences to be held in Amsterdam from 27-29 June 2017. The meeting will be dedicated to a first evaluation of the work done by the members of the Alliance as well as to the adoption of the roadmap for 2018; in view of the multimodal year.
Why Multimodality?
For the members of the Alliance, policy makers should give more attention to multimodality.
No cargoes reach consumers while using a single mode of transport. Efforts should therefore be mobilized to facilitate seamless and sustainable operations involving different modes of transport.
Why Connectivity?
If cargo reaches a port and cannot continue its journey then this is most probably due to the fact that multimodal connections linking ports to the hinterland are not optimal or sufficient. Members of the Alliance will focus on those measures allowing modes, nodes and industrial clusters to be better connected.
Why Logistics?
Logistics is the cement that links operations aiming at ensuring that cargo reaches its point of destination as requested by customers. It is a key enabler sector for the European Economy.
A 10- 30% improvement in efficiency in the EU logistics sector would potentially equal a 100 – 300 billion € cost relief for European industry[1].
Efficiency in logistics will remain an important topic of the Alliance agenda given its crucial role for the further growth of an economically, socially, environmental, and socially sustainable industrial activity.
Why Growth?
Growth is the only way to reconcile the EU with long term recovery and should therefore be a priority for all EU institutions and businesses. All signing organizations believe that multimodality, connectivity and logistics are enablers which can play key roles to restore growth in Europe.
FEPORT is glad that work starts within I AM. It is a good indication that industry actors believe in “stronger together”. We hope that EU institutions will be receptive to industry priorities and will encourage cooperation within the logistics chain.” says Ms. Lamia Kerdjoudj-Belkaid, Secretary General of FEPORT.
This is particularly important for a number of industries which are getting rid of the “silo thinking” and engaging in “change management” to face the current economic, environmental and social challenges. All actors of the supply chain and logistics sector deserve the support of EU institutions. Time has come for a positive impetus through inclusive European policy-making” concludes the FEPORT Secretary General.

The Industry Alliance for Multimodal (IAM), launched on December 8th, 2016 involves22 different organisations that have decided voluntarily to join forces to work together and in close cooperation with institutional and non-institutional platforms. I AM aims at widening the scope of the discussions to provide a holistic approach that industry would like to be able to promote in a targeted, independent and constructive way.
