ERA One Stop Shop (OSS) User-Group Workshop
 
ERA should establish and manage an ICS (Information and Communication System) with at least the following "One Stop Shop" functions:
  1. Single entry point where the applicant shall submit its application files for type authorisation, vehicle authorisations for placing in the market (VA) and single safety certificates (SSC). Where the area of use or operation is limited to a network or networks within one Member State only, the single entry point shall be developed so as to ensure that the applicant selects the authority it wishes to process the application for issuing authorisations/safety certifications for the whole procedure;
  2. Common information exchange platform, providing ERA and the NSAs with information about all applications for vehicle authorisation and safety certification, stages of these procedures and their outcome, and, where applicable, the requests and decisions of the Board of Appeal;
  3. Common information exchange platform, providing ERA and the NSAs with information about requests for approvals by ERA and applications for authorisations of track-side control command and signalling subsystems involving European Train Control System (ECTS) and/or global system for mobile Communications-Railway (GSM-R) equipment, stages of these procedures and their outcome, and, where applicable, the requests and decisions of the Board of Appeal;
  4. Early warning system" able to identify at an early stage the needs for coordination between decisions to be taken by NSAs and ERA in the case of different applications requesting similar authorisations/safety certifications.

The workshop will focus on the following subjects:
  1. The second version of the system.
  2. The testing activities to be performed by the User Group.
  3. The training plan.
  4. The SLA for the operations period.
